post IBC 2022: 5G Broadcast

There is a saying in Turkish. If I try to translate it, I guess it is something like this: "Everyone describes an elephand depending on where he/she grabs." I believe there is also one in English which has similiar meaning, I would be glad if you can share that in the comments. I have been working in broadcast since 1998 and worked on digital terrestrial broadcast since 2003. So, the my main interest was DTT again. But this time not DAB+ / DRM+ nor DVB-T2. My main point of interest was 5G Broadcast.  There was actually one single company which was demonstrating 5G broadcast, namely Rohde & Schwarz. They were doing the demonstration with the receivers which have chipsets from Qualcomm. So this demonstration was in a way the demo of R&S and Qualcomm. But I had the chance to talk to other big transmitter companies. The advance of IBC is that you can find top level executives to talk with on the subjects that you are interested in. frequency allocation tenders in Turkey

It was 2013, when RTUK (The Supreme Council of Radio & Television in Turkey) held a frequency allocation tender for digital terrestrial television. This tender was canceled with court decisions due to some objections.  It seems that in 2019, there will be a new tender for frequencies, this time not only for digital terrestrial television but also for analogue & digital radio. The details of the tender is not yet announced. On 23 December 2018, RTÜK issued a regulation which describes the subject. In the first week of 2019, I am planning to write on this regulation... The format of the DTT in Turkey is declared as DVB-T2 HEVC

I have to admit that I have missed the recent update of the sub-act about the DTT in Turkey. Actually the update is somehow out of date: 27 October 2015.  According to this update the format of the DTT in Turkey is set to be DVB-T2 HEVC. It was declared as to be DVB-T2 MPEG4, in 2013.  So with the latest update of the sub-act, Turkey is going to be the first country in Europe to have a DVB-T2 HEVC network.  Some argue that to choose HEVC, rather than MPEG4 is a wrong decision, as the prices of the receivers with HEVC are still higher, comparing with the devices with MPEG4. Actually, this statement was true in 2014, but I believe it is not valid anymore. The consumer electronics equipment prices decrease dramatically. Nowadays one can easily find the UHDTVs in any market, so it will not be that hard to find DVB-T2 with HEVC.  Also, Korea, the land of Samsung & LG, has shown that it is possible to send UHD over DTT. @ Istanbul, 2015 As you may well know, in Turkey, we still do not have any DTT investment. It is not yet clear, weather we will have in future. According to the Act 6112, it is definitely clear that Turkey will build DTT network, but the strict dates, the dates for the ASO which were in the Act, are now not clear. Which confuses every body in the broadcast sector.  Recently, actually yesterday, an important announcement was made by the EBU, on the spectrum usage. This announcement, which can be read through this link , points the problems which may occur if the usage of 700 & even sub700 band is shared with non broadcast services before the pre announced date which was set to be 2030.  These issues surely makes the discussion, should Turkey start to build DTT or looks for other solution, more meaningful.  I will try to keep you updated with the discussions in Turkey. 

Shall we not build DTT, after WRC 2015

According to the news in the web site of EBU, 470 - 694 MHz will be reserved for DTT & radio microphones not only till WRC 2019, but also till WRC 2023. At the WRC 2023, 470 - 960 MHz band will be reconsidered. It is good news for the DTT business in Europe. But is it a good news for Turkey? As you may well know, Turkey has not yet spend any money on DTT. There is no DTT network, nor a finished frequency allocation tender. Hence, we can say that there is nothing, just NOTHING regarding DTT.  So, in best circumstances, the tender for DTT frequencies can be finished by 2016 & the network would be ready by 2017. Well, the picture becomes interesting from that point. The frequency allocation would be for 10 years, which covers 2016-2026. But, during the WRC 2023, the frequency usage will be reconsidered again. It may be more meaningful to think not to build DTT at all, and start thinking to work on xG mobile networks.
